The City of Statesville is proud to host the StarMed Healthcare COVID-19 vaccination clinic this week on Thursday, April 1, and Friday, April 2, at the Statesville Fitness and Activity Center, 1875 Simonton Rd. Vaccines will be administered at no cost between 9 a.m. and 4 p.m. by appointment only. Please go to starmed.care or call 980-445-9818 to register. This is a Pfizer First Dose vaccine clinic. The clinic is being held inside the Statesville Fitness and Activity. Plenty of parking is available. According to the North Carolina Department of Health and Human Services website, all of Group Four will become eligible on March 31st. Group 5 will become eligible on April 7th.

Protecting the safety and health of our residents continues to be the top priority of the City of Statesville, especially during the public health crisis caused by COVID-19. The City is complying with the State of North Carolina's executive orders designed to slow the spread of the novel coronavirus. Effective Dec. 11 through Jan. 8, North Carolina is under a modified stay-at-home order. The order requires many businesses such as restaurants, bars, fitness centers, movie theaters, entertainment venues, personal care businesses and some retail stores to close at 10 p.m. each night, with alcohol sales to end at 9 p.m. Take-out and delivery are still allowed after 10 p.m.

The City of Statesville and United Way of Iredell are partnering in a Utility Assistance Program that will help Statesville residents with their utility bills, effective immediately. Earlier this fall, Statesville City Council allocated $100,000 of its portion of the Coronavirus Aid, Relief, and Economic security (CARES) Act to be used for utility assistance. The United Way has identified three of its agencies – Yokefellow, I-Care and Iredell Christian Ministries – to accept applications, screen applicants and distribute funds. After being closed since March due to COVID-19 restrictions, the Statesville Fitness and Activity Center will open Tuesday, Sept. 8, with some adjustments to its lay-out and operations.

If your household has yet to respond to the census, you can expect a knock at your door soon. In Statesville, that is about 40% of households. This number is too high and risks a lot of undercount with one less month to complete the count. We STILL need people to self-respond. Self-response has historically been more accurate and reliable, and with the shortened timeline, we need census workers to have fewer households to go to. But if you do get visited by a census worker, keep this information in mind:

Contact our Customer Services office at 704-878-3564 or email [email protected] As part of the state’s efforts to ease the financial impact that COVID-19 has had on many residents, an executive order was issued prohibiting disconnects and fees for non-payment. That order has expired and the balance is now due. But we can help you with a repayment plan. Customer Services is helping customers set up a plan to pay back utility charges accrued between March 31 and July 29, 2020. Charges that were due prior to March 31 and those that come after July 29 are not eligible for this repayment plan. However, Customer Services can still help you.

Beginning July 30, all four Statesville Fire Stations will be distributing free face coverings to the public, Monday-Friday from 9 a.m. until 4 p.m. Although the stations are closed due to COVID-19, you can just ring the doorbell and someone will assist you. Statesville Utilities customers are urged to contact the Customer Services Office as soon as possible to set up a payment plan for any balances they may have. The executive order which has allowed residential utility customers to defer payment of their utility bills is expected to expire July 29, 2020. Gov. Roy Cooper has announced the extension of Phase II until August 7, which previously would have ended July 17. Additionally, Cooper stated that schools in North Carolina will be re-opening in the fall using the North Carolina Department of Health and Human Services’ Plan B scenario, allowing K-12 public schools to reopen in the fall with limited in-person capacity, social distancing, and mask requirements. Districts also have the ability to choose to use Plan C, and opt for completely remote learning. Each school district will determine what is best for their students, and parents should consult their child’s district to learn more about re-opening plans. Based on the guidance that we have been given by state officials, beginning at 5 p.m. on June 26, the City of Statesville is requiring that masks be worn on City property when it is not possible to maintain a six-foot distance with someone. The same guidelines and exceptions issued in Executive Order 147 apply inside all city buildings and outside on city property. Individuals conducting business inside city offices will be expected to wear a mask and one will be provided when possible. Masks are not required when in the water at the Statesville Leisure Pool or using a water feature at the Statesville Splash Pad. Otherwise, masks will be required at these facilities if social distancing cannot be maintained.

N.C. Governor Cooper has extended the moratorium on utility shutoffs until July 31, 2020. Executive Order 142 was issued over the weekend and is effective immediately. It prohibits utility disconnections for all residential customers and the billing or collection of late fees, penalties and other charges for failure to pay. Also, once the executive order ends, utilities must give customers the chance to set up a repayment plan for charges that became due during the effective period of the order, and sets the default term to six months for cases when the utility and customer cannot agree on the terms of a repayment plan. it explicitly states that customers are ultimately responsible for the cost of the utilities that they use.

Statesville has announced its reopening plan that correlates with Phase 2 of Governor Cooper’s modification of the state’s Stay At Home order. Major changes include the re-opening of City Hall to the public, the planned opening of the Statesville Leisure Pool and Splash Pad on June 5, 2020 and the operation of a day camp by the Recreation & Parks Department. More information on the pool and splash pad openings and summer camp schedule will be released before June 5. The customer services offices will remain closed. Utility payments will continue to be taken at the drive thru lanes at 301 S. Center St. Playground equipment will remain closed, but groups up to 25 may reserve outdoor shelters in the City parks. Phase 2 will commence on Tuesday, May 26, 2020.

Statesville has announced its reopening plan that correlates with Phase 1 of Governor Cooper’s modification of the state’s Stay At Home order. Limited public access to city facilities will be allowed by appointment. Utility collection will continue to be taken by drive thru lanes. Bathrooms in the parks will be open, but playgrounds will remain closed. Public meetings will continue to limit public admittance. To help ensure residents can stay in their homes and slow the spread of the coronavirus, Statesville has made some changes to its residential utilities payment policy. Here is a summary of the modifications for Residential Utilities Customers in effect for the next 60 days: (1) The $2.75 convenience fee charged by credit card companies is being credited back to the customer’s account. (2) The City will not disconnect a customer’s water, sewer or electric service for nonpayment. (3) Late fees and interest for nonpayments are being waived.

The Stay-At-Home Order is in effect statewide. You should only be out if you are traveling to and from work, picking up essential food and medical supplies/assistance. Practice social distancing at all times, keeping a minimum of six feet away from others. Getting out and exercising is encouraged, but you should keep six feet away from others. Violating the stay-at-home order is a class two misdemeanor, which means a maximum of 60 days in jail and a $1,000 fine. Please read the complete order so you will know how it impacts you.

Statesville has declared a State of Emergency for the Coronavirus Disease 2019 (COVID-19)

The Recreation & Parks Department has announced the following closings: Statesville Fitness & Activity Center, the Bentley Community Center, and the Bristol Road Community Center will be closed until further notice. All facility rentals at recreation centers and outdoor shelters, and all city-sponsored programs such as sports leagues, senior trips, events, are currently cancelled through April 12th. Parks are still open. Please note that park equipment and bathroom facilities are cleaned daily. Plan accordingly.

Effective immediately, the City of Statesville will not disconnect any customer’s service for non-payment, in order to give customers experiencing financial hardship extra time to make payments. The City will continue to read meters and send bills. We encourage customers to pay what they can to avoid building up a large balance that will be harder to pay off later. Also, effective immediately, the City is limiting walk-in access to the City Office Building, including the Customer Services area.
