VIII. CONSENT AGENDA All items below are considered to be routine by City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member requests, in which event, the item will be removed from the Consent Agenda and considered with the other items listed in the Regular Agenda.

A. Consider approving the September 19, 2024 and October 2, 2024 Special Meeting Minutes, the October 3, 2024 Pre-Agenda Minutes, and the October 7, 2024 City Council meeting minutes. (E. Kurfees)

B. Consider approving the Police Department Sole Source vendors for apparatus, supplies, materials, or equipment in accordance with NCGS 143-129 (e) (6). (Carr)

C. Consider approving a resolution directing the City Clerk to investigate a petition of annexation for AX24-07 Arey Road property located on Arey Road and Buffalo Shoals Road between Old Airport Road and Wallace Springs Road; Receive City Clerk’s Certificate of Sufficiency; and Consider passing a resolution fixing a date of November 4, 2024, for a public hearing for the petition for annexation. D. Consider passing second reading of an ordinance regarding the condemnation of an abandoned, dilapidated dwelling located at 1230 Wilmington Ave to demolish the dwelling as unfit for human occupancy. (Marion)

E. Consider passing second reading of an ordinance regarding the condemnation of an abandoned, dilapidated dwelling located at 514 Armfield Street to demolish the dwelling as unsafe and dangerous condition. (Marion)

F. Consider passing the second reading of an annexation request AX24-10 Whites Mill for the property located along Whites Mill Road, between Calvary Baptist Church and Larkin Front Nine. (Kirkendall)

G. Consider passing the second reading of an annexation request AX24-11 Highland Acres for the properties located at the southern end of McLaughlin Street. (Kirkendall)

H. Consider passing the second reading of an annexation request AX24-12 SAIA Motor Freight Line for the property located along Winston Avenue and Belfast Road. (Kirkendall)

REGULAR AGENDA

IX. Receive an update on the Municipal Operations Center construction project and consider approving updated pricing to convert a new storage building into a new warehouse facility. (Harrell)

Conduct a public hearing and first reading of rezoning request ZC24-09 Arey Road for the property located between Arey Road and Buffalo Shoals Road, from Iredell County R-20 (Suburban Residential) District to R-8 CZ (Medium Density Single-Family Residential Conditional Zoning) District. XI. Conduct a public hearing and consider passing first reading of a Rezoning Request ZC24-17 for a major amendment to the approved concept plan for the River Hills Planned Unit Development (PUD) located on U.S. Highway 64 between East Broad Street and River Hill Road. (Caulder)

XII. Conduct a public hearing and consider approving the Development Agreement for River Hill Planned Unit Development (PUD; ZC24-17) for properties located on US 64 between East Broad Street and River Hill Road. (Ashley)

A North Carolina drought monitor map dated June 2, 2026, shows drought conditions across the state. Much of central and northern North Carolina remains in severe to extreme drought, indicated by orange and red shading. Areas of western North Carolina and portions of the coastal region are experiencing moderate drought, shown in tan. A small area in the southeastern corner of the state remains in extreme drought.
