VII. CONSENT AGENDA All items below are considered to be routine by City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member requests, in which event, the item will be removed from the Consent Agenda and considered with the other items listed in the Regular Agenda.

A. Consider approving the October 17, 2024 Pre-Agenda and October 21, 2024 City Council meeting minutes. (E. Kurfees)

B. Consider approving Budget Amendment #2025-08 to pay for the City’s share of the sinkhole repair on S. Center Street. (Moore)

C. Consider approving the Statesville Police Department to receive $410,000 from the Department of Justice Byrne Discretionary Community Projects Grant. (Onley)

D. Consider approving the second reading of the Development Agreement for the River Hill Planned Unit Development (PUD; ZC24-17) located on US 64 between East Broad Street and River Hill Road. (Ashley)

E. Consider passing the second reading of Rezoning Request ZC24-17 River Hills PUD; for located on U.S. Highway 64 between East Broad Street and River Hill Road; for a major amendment to the approved concept plan. (Caulder)

F. Consider passing second reading of Rezoning Request ZC24-14 The Reserve at James Farm; property located on James Farm Road, between Glenway Drive and James Farm Road, to rezone from the R-5MF CZ to R-5 MF CZ, Change of Conditions. (Caulder)

G. Consider approving a resolution for a lease agreement with ICARE for 230 Adams Street for a period of 10 years. (Pierce)

H. Consider passing a resolution fixing a date of November 18, 2024, for a public hearing on an economic incentive agreement for Project Keepsake. (E. Kurfees)

I. Consider adopting a new fee schedule for the Planning Department. (Ashley)

J. Consider approving the demolition the historic playhouse accessory structure located at 219 North Mulberry Street. (Ashley)

VIII. Conduct a public hearing and consider passing the first reading of an ordinance regarding the condemnation of an abandoned, dilapidated dwelling located at 1323 Caldwell Street and consider approving first reading of an ordinance to demolish the dwelling as unfit for human occupancy. IX. Conduct a public hearing and consider passing the first reading of an ordinance to annex the property located on Arey Road and Buffalo Shoals Road between Old Airport Road and Wallace Springs Road. (Hooper)

A North Carolina drought monitor map dated June 2, 2026, shows drought conditions across the state. Much of central and northern North Carolina remains in severe to extreme drought, indicated by orange and red shading. Areas of western North Carolina and portions of the coastal region are experiencing moderate drought, shown in tan. A small area in the southeastern corner of the state remains in extreme drought. The map includes drought classification categories ranging from abnormally dry (D0) to exceptional drought (D4), along with logos from the USDA, NDMC, NOAA, and other monitoring agencies.
