VIII. CONSENT AGENDA All items below are considered to be routine by City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member requests, in which event, the item will be removed from the Consent Agenda and considered with the other items listed in the Regular Agenda.

A. Consider approving the December 12th Pre-Agenda Meeting Minutes and the December 16th City Council meeting minutes. (E. Kurfees)

B. Consider approving the amended City Council Regular Meeting Calendar. (E. Kurfees)

C. Consider passing second reading of TA24-05 Text Amendments to the Unified Development Code filed by the City of Statesville to amend Article 8 Public Facilities Requirements; Section 8.06 Streets, Sidewalks and Greenway Paths and Article 3 Zoning; Section 3.04 Zoning District Regulations. (Caulder)

D. Consider approving the Gavel and Dorn Asset Inventory Analysis Fee Proposal and approve Budget Amendment #2025-15. (Vaughan)

E. Consider approving the request to apply for the NC DEQ 2024 Mobile Sources Emission Reductions Grant for the replacement of a dump truck in the Stormwater Division. (Moore)

F. Consider passing the second reading of AX24-13 Whispering Pines Subdivision for the property located along Williams Road. (Kirkendall)

G. Consider passing the second reading of AX24-14 Barkley Springs Phase 1, for the annexation of the property located at the end of Morland Drive. (Kirkendall)

H. Consider passing a resolution directing the City Clerk to investigate a petition of annexation, AX24-15 Owolabi, filed by Mr. Mark Owolabi, for the property located at 1904 5th Street., receive the City Clerk’s Certificate of Sufficiency, and consider passing a resolution fixing a date of February 3, 2025 for a public hearing for the petition of annexation. I. Consider passing a resolution directing the City Clerk to investigate a petition of annexation, AX24-16 Warren Woods, filed by Mr. Tim Coey on behalf of several property owners for the properties located at along Mocksville Hwy at the intersection of Warren Road, receive the City Clerk’s Certificate of Sufficiency, and consider passing a resolution fixing a date of February 3, 2025 for a public hearing for the petition of annexation. J. Consider passing a Resolution of Intent to permanently close a portion of unopened Cameron Street between Museum Road and Macon Drive and schedule a public hearing for February 17, 2025. (Kirkendall)

K. Consider passing a Resolution of Intent to permanently close a portion International Drive between Davie Avenue and the intersection of I-40 and I-77 and schedule a public hearing for February 17, 2025. (Kirkendall)

L. Consider accepting of the 2024-2025 Governors Crime Commission grant funding that provides 75% funding for two police investigators’ salaries and benefits equaling $101,406. (Navey)

M. Consider approving request from Statesville Police Department to receive funding from North Carolina Highway Safety Program (GHSP) that will provide 75% funding for FY October 2024 to September 30 2025 for salaries and travel for for two officers in the amount of $123,618. (Navey)

N. Consider approving renewal of a contract with Leah Gaines Messick to continue as the Statesville City Attorney.

A North Carolina drought monitor map dated June 2, 2026, shows drought conditions across the state. Much of central and northern North Carolina remains in severe to extreme drought, indicated by orange and red shading. Areas of western North Carolina and portions of the coastal region are experiencing moderate drought, shown in tan. A small area in the southeastern corner of the state remains in extreme drought.
