VII. CONSENT AGENDA All items below are considered to be routine by City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member requests, in which event, the item will be removed from the Consent Agenda and considered with the other items listed in the Regular Agenda.

A. Consider approving the January 13, 2025, Pre-Agenda and City Council meeting minutes. (E. Kurfees)

B. Consider approving Change Order No. 1 in the amount of $180,159.47 for changes to the construction of the Airport Terminal building. (Ferguson)

C. Consider passing a resolution directing the City Clerk to investigate a petition of annexation, AX24-17 Pressly Farm for the property located on 166 Victory Lane, receive the City Clerk’s Certificate of Sufficiency, and consider passing a resolution fixing a date of February 17, 2025 for a public hearing for the petition of annexation. (Kirkendall)

D. Consider approving the per diem travel policy in alignment with the U.S. General Services Administration (GSA) guidelines to standardize travel reimbursements for city employees and officials. (Everette)

VIII. Conduct a review of the Certificate of Appropriateness COA24-29 and conduct an evidentiary quasi-judicial hearing to consider a request to demolish the house located in the Mitchell College Historic District at 125 Kelly Street. (Sigmon)

IX. Conduct a public hearing and consider passing the first reading of an ordinance to annex AX24-15 Owolabi for the property located at 1904 5th Street. (Kirkendall)

X. Conduct a public hearing and consider passing the first reading of an ordinance to annex AX24-16 Warren Woods the properties located at along Mocksville Hwy at the intersection of Warren Road. (Kirkendall)

XI. Conduct a public hearing and consider approving an economic incentive for industrial development known as Project Nano. (Bosser)

XII. Conduct a public hearing and consider approving an economic incentive for industrial development known as Project Crossroads. (Bosser)

XIII. Consider approving a Right-of-Way Acquisition Budget up to $1.2 Million for the Bethlehem Road Relocation Project. (Ashley)

A North Carolina drought monitor map dated June 2, 2026, shows drought conditions across the state. Much of central and northern North Carolina remains in severe to extreme drought, indicated by orange and red shading. Areas of western North Carolina and portions of the coastal region are experiencing moderate drought, shown in tan. A small area in the southeastern corner of the state remains in extreme drought. The map includes drought classification categories ranging from abnormally dry (D0) to exceptional drought (D4), along with logos from the USDA, NDMC, NOAA, and other monitoring agencies.
