VIII. CONSENT AGENDA All items below are considered to be routine by City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member requests, in which event, the item will be removed from the Consent Agenda and considered with the other items listed in the Regular Agenda.

A. Consider approving the March 3, 2025, Pre-Agenda Meeting City Council meeting minutes. (E. Kurfees)

B. Consider approving the 2025-26 HOME Funds allocation request and signing the contract with the City of Concord. (Pierce)

C. Consider approving Work Authorization #21 Amendment #1 for additional design and bidding of the second phase of a new corporate aviation development area in the amount of $127,894. (Ferguson)

D. Consider selecting a parking layout to move forward with design and construction of an expansion to the Civic Center to serve increased demand. (Hubert)

E. Consider appropriating fund balance to approve Budget Amendment #2025-19 to pay an economic incentive in the amount of $ 76,724.10 to Statesville Industrial Partners, LLC. (Smith)

F. Consider passing a resolution directing the City Clerk to investigate a petition of annexation, AX25-01 Barkley Springs Phase 2 for the property located along Barkley Road North and Barkley Road West, receive the City Clerk’s Certificate of Sufficiency, and consider passing a resolution fixing a date of April 7, 2025, for a public hearing for the petition of annexation. G. Consider approving a resolution supporting an application to the Local Government Commission (LGC) for its approval of a financing agreement for the Waterline Spline Project. (Dunford)
