VII. CONSENT AGENDA All items below are considered to be routine by City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member requests, in which event, the item will be removed from the Consent Agenda and considered with the other items listed in the Regular Agenda.

A. Consider approving the April 3, 2025 Pre-Agenda Meeting Minutes, the April 7, 2025 Regular Meeting Minutes, and the April 17, 2025 Special Meeting Minutes. (E. Kurfees)

B. Consider approving the second reading of an ordinance to replace §23.198.4 (b) (2) Surcharge for Sewer Treatment in the City Code. (Vaughan)

C. Consider granting permission to Statesville Police Department (SPD) to accept a grant from the Bureau of Justice Assistance (BJA/JAG) Local Funding for up to $23,819 and approving Budget Amendment Number 2025-21. (Onley)

D. Consider passing the second reading of an ordinance to annex AX25-01 Barkley Springs Phase 2 located along Barkley Road North and Barkley Road West. (Kirkendall)

E. Consider passing a Resolution of Intent to permanently close a portion of Jefferson and Jackson Streets between Jackson Street and S. Elm Street and schedule a public hearing for June 2, 2025. (Kirkendall)

F. Consider approving the second reading of an ordinance to demolish the structure located at 509-517 S. Center Street as unsafe and a dangerous condition. (Marion)

G. Considering approving the quitclaim on a portion of PIN 4744-23-4400.000 / 657 S. Green St contingent upon removal of structure and driveway from Green Street Cemetery. (Pierce)

H. Consider approving the Right of Way acquisition (land sale, permanent utility easement, and temporary utility easement) of PIN 4744-49-4711.000 for $43,000. (Pierce)

I. Consider approving a resolution of intent to adopt an ordinance amending the Charter of the City of Statesville to change the election method for the City of Statesville City Council to nonpartisan plurality and ratification of ordinance 31-24 Electing at-large seats to four year terms on a staggered basis and setting the date for a public hearing on May 19, 2025. (E. Kurfees)

J. Consider Authorizing the City Manager to enter into a construction contract with the lowest responsible bidder based on the results of the bid opening on May 2nd, in the amount TBD. (Hubert)

K. Consider approving an audit contract for the fiscal year ending June 30, 2025 with Martin Starnes & Associates, CPA's, P.A. for the City. (Dunford)

L. Consider calling a public hearing for the date of May 19, 2025, for the review and presentation of the financing concept for the Waterline Spline Project. (Dunford)

M. Consider approving a resolution to adopt the Iredell-Rowan Regional Hazard Mitigation Plan. (Moore) 

REGULAR AGENDA

VIII. Conduct a public hearing and consider passing first reading of a Rezoning Request ZC24-18 Peachtree; for a 95 lot subdivision, located on Peachtree Road and Maplewood Lane. (Caulder)

IX. Conduct a public hearing and consider passing a first reading of an ordinance to annex AX25-02 Wilson W. Lee Blvd. for the two parcels located along Wilson W Lee Blvd near the intersection of Concord Ave. (Kirkendall)

X. Conduct a public hearing and consider passing first reading of a 2019 Mobility + Development Plan Amendment, filed by City staff in coordination with Iredell Economic Development Corporation. (Kirkendall)

XI. Receive the Fiscal Year 2025-2026 recommended budget from the City Manager, set a public hearing for the budget on May 19, 2025, at 6:00 p.m., set the dates for the Budget Work as May 28th at 3:00 p.m. and May 29th at 2:00 p.m. (Smith)

A North Carolina drought monitor map dated June 2, 2026, shows drought conditions across the state. Much of central and northern North Carolina remains in severe to extreme drought, indicated by orange and red shading. Areas of western North Carolina and portions of the coastal region are experiencing moderate drought, shown in tan. A small area in the southeastern corner of the state remains in extreme drought. The map includes drought classification categories ranging from abnormally dry (D0) to exceptional drought (D4), along with logos from the USDA, NDMC, NOAA, and other monitoring agencies.
