City of Statesville Request for Proposal (RFP): HOME Funds - Development

The City of Statesville is seeking proposals from qualified organizations specializing in the construction and rehabilitation of affordable and attainable housing within the city limits. Up to $1.3 million in federal funds is available through the HOME Investment Partnerships Program (HOME) to support this initiative. The City invites proposals for:

  • New construction of affordable and attainable housing (single-family or multifamily)
  • Acquisition and rehabilitation* of single-family or multifamily units to preserve affordability and attainability
  • Conversion of existing structures from other uses into affordable rental housing
  • Demolition in connection with new construction, acquisition, or rehabilitation activities listed above
  • Project-related soft costs that are reasonable and necessary
  • Other HOME-eligible activities related to the above Proposals must include a completed Funding Request Form (Exhibit A) and a signed Statement of Certification (Exhibit B), along with any additional supporting documentation.
