Thank you to Rep. Jeff McNeely for his hard work for City of Statesville projects in the legislature.  During the Council meeting, McNeely presented a check in the amount of $59m representing infrastructure funds granted to the City over the last several years.

VIII. CONSENT AGENDA All items below are considered to be routine by City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member requests, in which event, the item will be removed from the Consent Agenda and considered with the other items listed in the Regular Agenda.

A. Consider approving the December 18, 2023, Pre-Agenda and Regular Meeting Minutes. (E. Kurfees)

B. Consider passing second reading of TA23-14 Text Amendments to the Unified Development Code filed by the City of Statesville to amend Article 8 Public Facilities Requirements, Section 8.01 Generally; Section 8.02 Water; Section 8.03 Centralized Wastewater Systems; and Section 8.04 Private (On-Site) Wastewater Systems to address inconsistencies and clarify the requirements regarding public wastewater requirements. C. Consider passing second reading of TA23-15 Text Amendments to the Unified Development Code filed by the City of Statesville to amend Article 5 Supplemental Regulations/Performance Standards for Specific Uses, Section 5.02 Accessory Uses and Structures and Article 9 Definitions. (Ashley)

D. Consider passing the second reading of Rezoning Request ZC23-20 for property located on Dorset Place between Club Drive and Fox Avenue, Statesville, NC; Iredell County Tax Parcel #’s 4744-53-2188, and 4744-53-6145; from CU-18 R-5MF (High Density Multi-Family Residential Conditional Zoning) District to R-5MF (High Density Multi-Family Residential) District. E. Consider passing the second reading of Rezoning Request ZC23-21 for property located at 444 Third Creek Road, Statesville, NC; Iredell County Tax Parcel #’s 4753-31-4625 (Portion); from the Third Creek Zoning District to the LI (Light Industrial) District. (Caulder)

F. Consider appointing Dustin Jett to the Stormwater Advisory Commission. (Moore)

G. Consider updating the existing Purchasing Policy to allow the City Manager to delegate contract authority to a “City Manager designee” for purchases of apparatus, supplies, materials, or equipment above $90,000 that has been presented and approved in the annual budget. (Carr)

H. Consider accepting a $15,500,000 grant from the State for the completion of the airport terminal building and other capital improvements at the Statesville Regional Airport and consider adopting budget amendment #2024-22. (Ferguson) I. Consider approving the sole source vendors for the City of Statesville for apparatus, supplies, materials, or equipment in accordance with NCGS 143-129 (e) (6). (Carr)

XI. Consider approving the City of Statesville to approach the Iredell County Commissioners with a proposal to establish a dedicated rescue district for the City of Statesville Fire Department. (G. Kurfees)
