Public Hearing Procedures for September 15, 2025 City Council Meeting

The Statesville City Council will hold its regular meeting on Monday, September 15, at 6:00 p.m. in City Hall. The agenda includes three public hearings, and because a large turnout is expected, we want to remind everyone of the rules and procedures that guide these hearings.

These procedures are in place to ensure that every voice is heard in a fair and orderly way.

Public Hearing Rules

  • Comments must relate only to the advertised subject of the hearing.
  • Sign-up sheets will be available in the City Hall lobby beginning at 5:00 p.m., and you must sign up if you plan to speak.
  • Each speaker has three (3) minutes, with one additional speaker allowed to yield their time for a maximum of six (6) minutes.
  • Groups with a common viewpoint may be asked to designate a spokesperson, and equal time will be provided for opposing views.
  • All speakers must state their name and address for the record.
  • Electronic presentations must be emailed to the City Clerk at [email protected] by 3:00 p.m. on the day of the meeting, and printed documents must be provided to the City Clerk with 12 copies supplied for Council.
  • Speakers should address the Council as a whole and not engage in dialogue with the audience.
  • Speakers should be respectful and refrain from insults, profanity, vulgar language, or disruptive behavior.

Capacity Limits at City Hall

Because space inside City Hall is limited, attendance will be managed as follows:

  • The first 75 people will be admitted to Council Chambers.
  • The next 70 people will be admitted to the first-floor lobby, with priority given to those signed up to speak.
  • Once capacity is reached, the public will be directed to the Civic Center Media Room (125 max capacity). 

We appreciate the community’s cooperation in following these procedures so the hearings can be conducted fairly and respectfully.
