Stormwater Maintenance

The performance of Stormwater Control Measures (SCMs) and stormwater drainage systems is diminished when routine maintenance is not performed. A lack of attention to maintenance can jeopardize the system’s ability to perform as intended-possibly resulting in flooding and erosion. Flooding and uncontrolled stormwater runoff could lead to inundated structures, like houses and outbuildings, erosion of yards, driveways, and roads, and ultimately damage to personal property.

The person responsible for maintenance of any SCM installed pursuant to code requirements shall submit annually to the Stormwater Program Manager an inspection report from a qualified professional certified in the state of North Carolina for inspection and maintenance of SCMs.

All inspection reports shall be on forms supplied by the Stormwater Program Manager. The first report shall be submitted to the Stormwater Program Manager one (1) year following the final approval date of the SCM and each year thereafter on or before the approval anniversary date.

The inspection report shall contain all of the following:

a.       The name and address of the landowner;

b.       The recorded book and page number of the lot of each SCM;

c.       A statement that an inspection was made of all SCMs;

d.       The date the inspection was made;

e.       A statement that all inspected SCMs are performing properly and are in compliance with the terms and conditions of the approved maintenance

          agreement required by this section if the SCM is judged to be in compliance;

f.         An action plan for restoring any SCM that is found to be out of compliance;

g.        Digital photographs from the date of the inspection; and

h.       The original signature and seal of the engineer or certification number of the qualified inspector.

 The owner of each SCM shall keep records of inspections, maintenance, and repairs for the most recent five years and shall submit the same upon reasonable request to the Stormwater Program Manager.
