Bids for the Third Creek Wastewater Sewer Extension project were opened on May 15. During the bid review process, the two lowest bidders were determined to be non-responsive because they did not meet the contract requirement of having at least ten years of sewer line construction experience.
As a result, the third bidder became the lowest responsive bidder with a bid of $5,957,869. The project is expected to be presented to City Council for bid acceptance at the July 15 meeting following completion of the required engineering and procurement reviews.
The Third Creek Sewer Extension project has been approved for advertisement by the North Carolina Department of Environmental Quality, and bids are due on May 15. City Council action to award the project to the lowest apparent bidder, pending NC DEQ approval, is scheduled for July.
The City submitted the Session Law 2023-134 funds acceptance paperwork for a $2,955,000 grant, which includes City Resolution 47-25. Submission of this paperwork allows the design engineer of record to move forward with submitting plans and specifications to the NC Department of Environmental Quality (NCDEQ), Division of Water Infrastructure (DWI) for review and authorization to advertise the project.

Construction is expected to be completed in January 2027.
Once complete, the Third Creek Sewer Extension will support economic development along the Stamey Road corridor by expanding sewer capacity in the area.
