Scott Harrell, Assistant City Manager

Scott Harrell serves as the Assistant City Manager for the City of Statesville. Scott came to Statesville as the Assistant Public Works Director in 2011. He became the Public Works Director/City Engineer in 2013 and the Executive Director of Public Works/City Engineer in 2018. He was appointed Assistant City Manager, Infrastructure and Development Services in January of 2021.

Scott received Bachelor of Science degrees from North Carolina State University in Civil Engineering (1996) and Environmental Engineering (1997), and a Master of Civil Engineering degree from NCSU in 2000. He also received a Master of Divinity degree from Gardner-Webb University in 2007.

Before coming to Statesville, he worked with the North Carolina Department of Environment and Natural Resources as the Assistant State Dam Safety Engineer and as an Assistant Regional Engineer, as well as with two engineering consulting firms in the Raleigh area.

A native of Brevard, Scott lives in Harmony with his wife Melani and their two sons. He is a North Carolina registered professional engineer and a member of the American Public Works Association, the American Society of Civil Engineers, the Association of State Dam Safety Officials, and the American Water Works Association.
