VIII. CONSENT AGENDA All items below are considered to be routine by City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member requests, in which event, the item will be removed from the Consent Agenda and considered with the other items listed in the Regular Agenda.

A. Consider approving the December 2nd Pre-Agenda Meeting Minutes and the City Council meeting minutes. (E. Kurfees)

B. Consider accepting State Utilities Contractor Bid for the Waterline Replacement Project. (Vaughan)

C. Consider approving the second reading of an ordinance to put a stop intersection at Partnership Way and Logan Street intersection. (Onley)

D. Consider approving the Statesville Fire Department to apply for the FY24 FEMA Assistance to Firefighters Grants (AFG). (G. Kurfees)

E. Consider approving the second reading of the Electric Line Extension Policy from Statesville Public Power. (Leis)

F. Consider accepting a restricted donation from Opus Financial Advisors of $4,500 for sponsorship of the annual Greensboro Symphony Holiday Pops event and consider approving Budget Amendment #2025-13. (Griggs)

G. Consider appointing five members to the Statesville Conventions and Visitors Bureau. (Sutton)

REGULAR AGENDA

IX. Consider passing the first reading of rezoning request ZC24-09 Arey Road for the property located between Arey Road and Buffalo Shoals Road, Statesville, NC; from Iredell County R-20 (Suburban Residential) District to City of Statesville R-8 CZ (Medium Density Single-Family Residential Conditional Zoning) District. X. Consider passing the first reading of an ordinance to annex AX24-07 Arey Road, the property located on Arey Road and Buffalo Shoals Road between Old Airport Road and Wallace Springs Road. (Hooper) 

XI. Conduct a public hearing and consider passing the first reading of an ordinance to annex AX24-13 Whispering Pines Subdivision, filed by Mr. William Allen on behalf of the property owners for the properties located along Williams Road near Ivy Lane. (Kirkendall)

XII. Conduct a public hearing and consider passing the first reading of an ordinance to annex AX24-14 Barkley Springs Phase 1, filed by Mr. Johnathan McCall, on behalf of Dependable Development, for the property located at the southern end of Morland Drive. (Kirkendall)

XIII. Conduct a public hearing and consider passing first reading of TA24-05 Text Amendment to the Unified Development Code filed by the City of Statesville to amend Article 8 Public Facilities Requirements; Section 8.06 Streets, Sidewalks and Greenway Paths and Article 3 Zoning; Section 3.04 Zoning District Regulations. XIV. Receive the City’s audited Comprehensive Annual Financial Report for the fiscal year that ended on June 30, 2024. (Carr)

A North Carolina drought monitor map dated June 2, 2026, shows drought conditions across the state. Much of central and northern North Carolina remains in severe to extreme drought, indicated by orange and red shading. Areas of western North Carolina and portions of the coastal region are experiencing moderate drought, shown in tan. A small area in the southeastern corner of the state remains in extreme drought.
