• To provide City departments the required goods, equipment, and services with a minimum investment consistent with sound operating practices and economic advantage.

• To respect purchasing authority at all times and not use it for private advantage or gain.

• To conduct all purchasing activities in such a manner as to develop and maintain good public and internal relationships.

• To effect maximum feasible standardization of products used within and among departments in order to minimize stock levels and obtain better prices.
