What Is a Proclamation?

A proclamation is an official, ceremonial document issued by the Mayor of Statesville to recognize and commemorate a specific day, week, or month. Proclamations are intended to raise awareness of issues, causes, milestones, or special events that are meaningful and relevant to the Statesville community.

Proclamations are honorary in nature and are not legally binding. Issuance of a proclamation does not indicate or imply endorsement of a policy, position, or organization by the Mayor or the City of Statesville.

Any draft language submitted as part of a request may be edited or rewritten at the discretion of the Mayor’s Office. All information provided must be factual and current.

Proclamation Guidelines


The Mayor’s Office reserves the right to approve, deny, or modify proclamation requests and to make exceptions to these guidelines when appropriate.
  • Requests should be submitted at least three weeks prior to the requested date. Requests received after this timeframe may not be accommodated.
  • Proclamations must have citywide significance or serve an educational purpose that benefits a broad segment of Statesville residents.
  • Proclamations are issued once per calendar year for the same event or recognition.
  • Annual recognitions must be requested and approved each year.
  • Proclamations will not be issued for:
    • Individuals
    • Birthdays, retirements, weddings, or anniversaries
    • Church events, conferences, meetings, or reunions
    • Businesses or commercial promotions
  • Proclamations may not be used for advertising or fundraising purposes.
  • Proclamations will not be issued related to territorial disputes or wartime conflicts.
  • For occasions not eligible for a proclamation, a letter of recognition or greeting may be requested instead.

How to Request a Proclamation


All proclamation requests must be submitted in writing and are subject to review and approval.

Requests should include:

  • Name of the organization or group making the request
  • Contact person’s name, phone number, and email address
  • The name and date(s) of the day, week, or month to be proclaimed
  • A brief summary explaining the significance of the request and its relevance to Statesville
  • Any planned local events or opportunities for public engagement (if applicable)
  • Draft proclamation language, including several “Whereas” statements
  • The date the proclamation is needed
  • How the proclamation will be presented or used (for example, presentation at a meeting, display, or publication)

Letters of Recognition


Letters of greeting or congratulations may be requested for:

  • Conferences, conventions, or seminars
  • Professional celebrations
  • Significant birthdays or anniversaries
  • Community events not eligible for a proclamation

Letters are also ceremonial and must be requested in advance.

Checking the Status of Your Request


After submitting a proclamation or letter request, you will receive a confirmation from the City Clerk’s Office. Please allow up to 10 business days for review and response.
