VII. CONSENT AGENDA All items below are considered to be routine by City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member requests, in which event, the item will be removed from the Consent Agenda and considered with the other items listed in the Regular Agenda.
A. Consider approving the November 14, 2024 Pre-Agenda and the November 18, 2024 City Council meeting minutes. (E. Kurfees)
B. Consider approving the first reading of an ordinance to put a stop intersection at the Partnership Way and Logan Street intersection. (Onley)
C. Consider accepting the Walmart Spark Good-Local Grant of $2,000 for the Statesville Police Department Fill the Trailer Toy Drive. (Onley)
D. Consider approving the semi-annual write-off of approximately $88,318.22 in utility accounts. (Carr)
E. Consider approving Budget Amendment #2025-09 for the previously approved Statesville Police Department Grant. (Carr)
F. Consider accepting a grant from the Federal Aviation Administration, through the Department of Transportation, Aviation Division in the amount of $166,666 and approve Budget Amendment #2025-11. (Ferguson)
G. Consider approving a 25 year ground lease for the construction of an office and aircraft parts building. (Ferguson)
H. Consider approving a Resolution to adopt the 2025 Statesville City Council Regular Meeting Schedule. (E. Kurfees)
I. Consider passing second reading of an ordinance regarding the condemnation of an abandoned, dilapidated dwelling located at 514 Armfield Street to demolish the dwelling and accessory structure as unsafe and dangerous condition. (Marion)
J. Consider passing a resolution directing the City Clerk to investigate a petition of annexation AX24-14 Barkley Springs Phase 1 filed by Mr. Johnathan McCall, on behalf of Dependable Development, for the property located at the southern end of Morland Drive, receive the City Clerk’s Certificate of Sufficiency, and consider passing a resolution fixing a date of December 16, 2024 for a public hearing for the petition of annexation. K. Consider passing a resolution directing the City Clerk to investigate a petition of annexation, AX24-13 Whispering Pines Subdivision, filed by Mr. William Allen on behalf of the property owners for the properties located along Williams Road near Ivy Lane, receive the City Clerk’s Certificate of Sufficiency, and consider passing a resolution fixing a date of December 16, 2024 for a public hearing for the petition of annexation. L. Consider receiving information regarding the construction of a new building at the southwest corner of South Center Street and West Broad Street. (Sigmon)

VIII. Consider approving a request to widen and pave Old Salisbury Road from Garfield Street to 532 Old Salisbury Road to add it to the city maintenance system and consider passing BA 2025-12 in the amount of $50,000.00 to fund these improvements. (Bridges)
