City Council Adopts Resolution Opposing Limits on Local Property Tax Authority

At its April 13 meeting, the Statesville City Council unanimously approved a resolution opposing proposed state legislation that would restrict local authority over property tax regulation.

The resolution emphasizes the City’s reliance on property tax revenue to fund essential services, particularly public safety. Police, fire, and other core services depend on this funding to maintain staffing, equipment, and emergency response capabilities that directly impact the safety and well-being of residents.

Currently, property tax revenue accounts for approximately 48 percent of the City’s general fund revenues, making it one of the most critical and stable funding sources for municipal operations.

The resolution raises concerns about proposed legislation that could impose limits on local property tax growth or require voter approval to exceed those limits. City leaders note that such restrictions could make it more difficult to maintain service levels, respond to continued growth, and plan effectively for the future.

Council members also expressed concern that placing rigid caps on property tax revenue could lead to delayed investments, reduced services, and increased long-term costs for residents. The resolution further highlights that local elected officials are directly accountable to their communities and are best positioned to make informed decisions about taxation and service levels based on local needs.

Through this action, the Statesville City Council respectfully encourages the North Carolina General Assembly to consider the City’s position as discussions on this issue continue.
