Invitation to Bid (ITB)-Statesville Waterline Replacement

The City of Statesville is soliciting bids for a waterline replacement. This is a re-bid solicitation. Sealed bids will be received by the City of Statesville, at the City Office Building, 301 S. Center Street, Statesville, NC 28677, until 2:00 PM local time on November 26, 2024, at which time the Bids received will be publicly opened and read. The Project consists of constructing the replacement of approximately 33,000 LF of existing cast iron water line with new 12-inch to 20-inch water line.

Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.

All Bidders must obtain a complete set of Bidding Documents by registering with the Issuing Office. Registration is open, contact issuing Office:

Contact the issuing office above for an electronic copy of the Bidding Documents at no charge. If desired, hardcopies will be provided upon a non-refundable payment of $1,000 to the Issuing Office for each complete set of Bidding Documents. Individual sheets of plans and specifications will not be available.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 AM and 5:00 PM and may obtain copies of the Bidding Documents from the Issuing Office as described above.

Neither Owner nor Engineer has any responsibility for the accuracy, completeness, or sufficiency of any Bidding Documents obtained from any source other than the Issuing Office. Obtaining these documents from any source other than the Issuing Office may result in obtaining incomplete and inaccurate information. Obtaining these documents from any source other than the Issuing Office may also result in failure to receive any addenda, corrections, or other revisions to the Bidding Documents that may be issued.

Bid security shall be furnished in accordance with the Instructions to Bidders.

Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders.

Bidders shall comply with American Rescue Plan Act (ARPA) requirements which are included in the Bidding Documents. Bidders shall comply with the NC Division of Water Infrastructure’s Minority and Women Business Enterprises (MBE/WBE) requirements which are included in the Bidding Documents.

The City of Statesville reserves the right to reject any or all bids and to accept any bid which is deemed to be in the best interest of the City of Statesville.

Pursuant to General Statute 143-48 and Executive Order #150, The City of Statesville invites and encourages participation in this procurement process by businesses owned by minorities, women, disabled, disabled business enterprises and non-profit work centers for the blind and severely disabled.
