City Council

Statesville's City Council is made up of the mayor, six (6) ward seats, and two (2) at-large seats.  Meetings are held on the first and third Mondays of each month at 6:00pm in the Council Chambers of the City Hall building located at 227 S. Center Street.  The agenda is released on the Wednesday before the scheduled meeting by the City Clerk.  On the second meeting of each month, thirty minutes are set aside for the public to address Council about any issue.

Leah Gaines-Messick, City Attorney

Leah Gaines-Messick serves as the City Attorney for the City of Statesville. She is the legal adviser for all officials, officers, and departments of the City and represents the City in litigation and proceedings, including the prosecution of cases. Work involves drafting and reviewing ordinances, resolutions, policies and procedures, and contracts prior to consideration by the City Council to ensure compliance with state, federal, and local laws.

Public Hearing Procedures

The Rules of Procedure and Decorum are designed to assist the public body in conducting public hearings in a manner so as to allow a fair opportunity for persons to comment on the matter. These Rules of Procedure and Decorum are adopted pursuant to NCGS § 160A-81 and shall apply to all legislative public hearings conducted by the Statesville City Council, or any of its duly authorized boards or commissions.

Public Comment Procedures

The Statesville City Council is committed to allowing members of the public an opportunity to offer comments and suggestions for the efficient and effective administration of government. In addition to public hearings, a special time is set aside for the purpose of receiving such comments and suggestions. North Carolina General Statute § 160A-81.11 allows the City Council to adopt reasonable rules to maintain order and decorum.
