New Parking Ticket System - Effective October 15, 2025

The City of Statesville is upgrading its parking enforcement and permitting systems to better serve residents, businesses, and visitors.

Beginning October 15, 2025, several important changes will go into effect.

How to Pay Your Parking Ticket

Tickets issued on or after October 15, 2025

  • May be paid online through the new payment system.
  • May also be paid in person at the City’s Customer Service Office: 301 S. Center Street, Statesville, NC

Tickets issued before October 15, 2025

  • Must still be paid under the old policy.
  • Payments can be mailed or made in person at the Customer Service Office.
  • Please note: No cash is accepted in the drop box.

Fine Amounts

Downtown parking violations:

  • $15 - Violations for standard overtime or prohibited zone parking - if paid within 14 days of the violation (previously $10).
  • $25 - Fire Hydrant violation - if paid within 14 days of the violation.
  • $50 - Handicap violation - if paid within 14 days of the violation.
  • $30 in addition to the initial fine amount if not paid within 14 days.

Frequent Violators

  • A frequent violator is defined as a vehicle and/or registered owner with at least three unpaid parking tickets. Upon receiving a fourth or subsequent parking violation, a vehicle may be fitted with a vehicle immobilization device (boot).
  • Once a vehicle has been booted, the violator has twenty-four (24) hours to pay all outstanding parking fines for the device to be removed. If payment is not received within that timeframe, the vehicle will be towed at the owner’s expense.
  • To reclaim a towed vehicle, the registered owner must obtain a towing release letter from the Statesville Police Department after paying all outstanding parking fines. The owner must then pay the towing and storage fees directly to the towing company before the vehicle is released.
Appeals

Any person cited for a parking regulation violation for which a civil penalty is imposed may appeal online within ten calendar days of issuance. Failure to meet the ten-day appeal period requirement results in a forfeiture of all appeal privileges. An in-depth explanation detailing why your parking ticket should be dismissed including attachments of any evidentiary support you have is required. 

To submit an appeal:

  1. Select on the 'Pay Parking Ticket Now' button above and enter the Parking Ticket Number on the ticket and select 'SEARCH'.
  2. Select on the 'APPEAL' option at the bottom of the page.

Once an appeal is submitted, the Chief of Police or his/her designee will review the appeal and decide whether to approve or deny the appeal. Notice of the decision will be sent electronically to the email provided. The parking ticket fine and any late fines will be tolled for the duration of the appeals period.

If the appeal is approved, the parking ticket will be dismissed, and no fine will be assessed.

If the appeal is denied, the original fine will be due, and the violator will have fourteen (14) days from the denial date to pay the fine. If the fine is unpaid after that 14-day period, a thirty dollar ($30.00) late fee will be assessed in addition to the initial fine amount.

PLEASE NOTE: The following are unacceptable grounds for appeal and will not be considered:

  • Lack of knowledge of the City's parking regulations.
  • Other vehicles were parking improperly and were not ticketed.
  • Inability to find a valid parking space.
  • Another person was driving your vehicle.
  • You switched spots within the same block once your initial time was exhausted.
  • Late to an appointment, etc.
  • Parking in a fire lane.
  • Inability to pay fine.
