Public Notice: Notice of Virtual Public Input Hearing for HUD CON Plan

As part of its Housing and Urban Development (HUD’s) grant planning process, members of the Cabarrus, Iredell, and Rowan HOME Consortium will be providing a community needs survey for citizen input for the five-year and annual Consolidated Plans. Your input as community stakeholders will be vital in providing guidance in the use of community development funding in our communities. This involves many aspects of community development including affordable housing, adequate infrastructure, housing rehabilitation, fair housing, protection of the environment, enhancement of civic design, and economic growth. Community needs will be based on the following national objectives of Housing and Urban Development (HUD):

1. Benefit low- and moderate-income persons (80% of the local Area Median Family Income)

2. Prevention or elimination of slum and blight (vacant lots, abandoned buildings, and/or houses in dangerous shape with possible environmental contamination)

3. Urgent need (crisis, emergency, and those in risk of homelessness)

The strategy must also provide decent housing, provide a suitable living environment, and expand economic opportunity. All interested citizens will be invited to attend a visual public input hearing presented in late 2024 and early 2025. The survey link for public input is: https://publicinput.com/v42335

The City of Concord and the Cabarrus, Iredell, Rowan County HOME Consortium will be holding a virtual public input hearing to review proposed community development activities and projects. The public input hearing provides us an opportunity to receive citizen comments, input, and questions about the 2025-2029 Consolidated Five Year Action Plan and the 2025-26 Consolidated Annual Action Plan regarding the use of the following respective Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) grant funds: Funding Allocations are forthcoming in early 2025 for:

• The City of Concord’s HOME and CDBG;

• The City of Kannapolis HOME and CDBG;

• The Town of Mooresville’s HOME and CDBG;

• The City of Salisbury’s HOME and CDBG;

• The City of Statesville’s HOME

• Cabarrus County’s HOME
