City of Statesville Invitation to Bid: South Development Area Project at the Statesville Regional Airport

NOTICE TO BIDDERS

The City of Statesville will receive Bids for its South Development Area project at the Statesville Regional Airport Terminal Building located at 238 Airport Road, Statesville, NC 28687, until Thursday, January 22nd, 2026 at 1:00PM, at which time and place all Bids received will be opened. Bids received after 1:00PM on Thursday, January 22nd, 2026 will not be considered.

This project can generally be described as the partial construction of a taxilane, preparation of additional hangar sites, the construction of parking areas for the proposed and future hangars, the installation of a stormwater drainage system, and a stormwater control measure.

Bid Security equal to 5% of the total of the Base Bid and Bid Additives is required in the form of a cash deposit or a Bid Bond. Contract Security in the form of 100% Performance and Payment Bonds will be required.

No Bid may be withdrawn after closing time for the receipt of Bids for a period of one hundred twenty (120) consecutive calendar days.

A non-mandatory Pre-Bid Meeting will be held in the Statesville City Hall Building located at 227 South Center Street, 2nd Floor Conference Room, Statesville, NC 28687 on Tuesday, January 6th, 2026, at 11:00 AM. The purpose of this meeting will be to familiarize the prospective bidders with the proposed project. The meeting will cover contract scope, bid items, schedule requirements, and any questions from those in attendance. A site visit will also be conducted after the meeting.

Bidding documents will be available after 8:00 AM on Friday, December 19th, 2025, and may be requested digitally. Bidding and Contract Documents may be examined and from 9:00 AM to 4:00 PM beginning on Friday December 19th, 2025, and continuing through Wednesday, January 21st, 2026, at the following location:

The City of Statesville and Parrish and Partners of North Carolina are not responsible for bid documents obtained from other sources.

Questions related to the Contract Documents must be submitted in writing to the Engineer no later than 5:00pm on Wednesday, January 14th, 2026.

Each Bidder must be properly licensed for all aspects of the work under Chapter 87, General Statutes of North Carolina (G.S. 87-15).

Prior to submitting a bid, each Bidder must be properly pre-qualified as a prime or POC bidder through the North Carolina Department of Transportation for the work that the bidder intends to perform.

Each Bidder shall certify, in its proposal, that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal department or agency or the State of North Carolina.

There are no MBE and WBE goals for this project.

Certain mandatory state and federal requirements apply to this solicitation, and will be made a part of any contract that is awarded, as specified in the Project Manual.

The City of Statesville, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC ยงยง 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration of an award.

The City of Statesville reserves the right to waive any informalities or irregularities in or to reject any or all Bids and to award or refrain from awarding the Contract for the work, whichever the Authority deems to be in its best interest.
