Statesville City Manager March 2026 Update to City Council

At the March 2, 2026 Statesville City Council Meeting, City Manager Ron Smith provided updates on major infrastructure projects, recreation improvements, public utilities, technology initiatives, and personnel updates across the City.

Airport Updates

Airport Terminal Building

The Airport Terminal Building project update included discussion at the recent retreat and confirmation that staff are now in place.

Other Airport Projects

Police Department Expansion

Recent winter weather has caused some delays to outside work.

    • Tradd Street is planned to reopen by the end of March.
    • Police Department Expansion: Interior demolition is underway.
    • Parking Garage: Substantial completion is anticipated in April.

Municipal Operations Center

  • Site and building design are underway.
  • Pricing discussions are ongoing, focusing on determining needs versus wants.
  • Funding was discussed as a retreat topic.

Fire Station 5

  • House upfit is scheduled to begin in early March.
  • Site work is expected to begin shortly.
  • The project remains on schedule for a July 2026 opening.

Stormwater Update

Hazard Mitigation Grant projects include culvert replacements on:

    • Holland Drive
    • Beauty Street
    • South Toria Drive

The total grant funding for the three projects is approximately $3.9 million.

Parks & Recreation

Martin Luther King, Jr. Park

A ribbon cutting ceremony for the new pickleball courts was held last week.

Other Recreation Projects

IT Update

Emily and Elizabeth presented the GIS network at the Connections Summit. The presentation highlighted the collaborative effort behind strengthening and modernizing the City’s infrastructure.

Waterline Spline Project

    • Paving on Brookdale Drive has been completed to the Stockton intersection.
    • Final pressure testing is underway and will be followed by decontamination.
    • After final approval from NC DEQ, services will be transitioned to the new line. Affected customers will receive a one-week advanced notice and a two-day execution-day notice.
    • Paving will continue along Stockton Street as weather permits.
    • Crews have begun waterline construction on South Meeting Street, moving north from the railroad and south on US 21 from the Amity Hill Road intersection.
    • Overall project completion is at 53%.

Public Works Update

A contractor is scheduled to begin work this week on the Alexander and Stockton Streets sidewalk project.

    • Travis Chapman and Kevin Kimbrough were promoted from Police Corporal to Master Police Corporal.

    • Michael Briceno was promoted from Wastewater Control Operator Trainee to Wastewater Treatment Plant Operator I.
    • Lewis Watson was promoted from Wastewater Control Operator Trainee/Relief Operator to Wastewater Treatment Plant Operator I.

    • Christy Cleary, Master Police Sergeant.

Public Utilities

    • Dylan Barnette, Backflow Cross Connect Coordinator, earned Collections Grade IV Certification.

    • Troy Dillon Patterson was rehired as a Police Officer I.

    • Jake Osborne, Skilled Laborer (Public Utilities)
